The majority of the 2009 council, due to their constructive cooperation, has made great achievements for Kuwait and its people, which were never achieved by any council since 1992. But the negative behavior of some of its members made this the worst council in the history of Kuwait. The 2009 council created a four year growth plan, and not since 1986 was a similar plan made. The plan resulted in the start of more than 1300 projects, mega projects and medium size projects, and through that the wheels of growth in the state had begun. Work was started on projects we had to sue to learn about it since the 1980s, such as Sabah Al-Salem University, the Al-Shidadia and Al-Sabiya Bridge, the Mubarak Port, the transit cargo terminal station at the Airport, Jaber Hospital and hundreds of other projects.
This council also was able to issue the first budget in Kuwait since the 1970s that was free from any additional credits, except for salaries, and the 2012/ 2013 budget.
Also, the 2009 council was able to achieve justice, missing since 1963, for two important sectors of Kuwaitis, women and the handicapped, and has achieved for them the largest and most important part of that justice which they were missing. They also gave important support to the government to stop the corruption that has spread in separating employees and treatment abroad. The important thing was that all those achievements of the 2009 council were dumped and nothing left except the problem of those accepting bribes, though the entire council was accused of being a council of bribe takers.
In spite of my repeated three demands at that time for the majority of the 2009 council members to stand up for the ministry, but the majority used to give them the chance to hit back at the government and council until we saw the minority announce openly that they sought to dissolve the council through any means, and we have seen the one who received money, but denied this for months, come back and confess that he received money and described the council and what goes on as a “Silly Play”. This should be stopped, and all this happened while the majority of 2009 remained silent, until the minority got what they wanted and the council was dissolved.
Today, by the grace of Allah, the council has returned but its majority still obeys the demands, even orders, of the minority once again not to attend the council sessions and are not doing the duties which they were entrusted to. The most important of those duties is the approval of the state budget and continue stopping the additional credit, and to stand up for the government’s hesitation to approve an elections system based on a just system of constituencies, which limits voting to one vote, after the state has suffered a lot from the four votes and many other issues which the council should stand for.
The most important of which, corruption, which started to return to many other ministries, until the time of the constitutional court decision or the decision of His Highness the Amir, then you (the 2009 council majority) are receiving salaries and allowances, and it is not right for you to do what the minority did and refuse to do the work. So do not do what they have done and do not listen to them and fear Allah in what your council has achieved and fear Allah in Kuwait and its people. – Al-Anbaa
